depends on specs and fps having it too high on say 60 fps and it will be really stuttery and and slow as if it was like 5 fps and have it too low if say you get 30 fps dropping to 15 it will be droping frames cosntaly
Open up the task manager, and moniter if the CPU drops for Terraria. If it does (in my experience) this might be due to overheating in your PC/Laptop. The only reason I say this is because you say it happens with Borderlands 2 also. Get some software too see how much the temperature is rising by. If it is a lot, then you need to find a solution to keep your PC/Laptop temperature down.
If this doesn't solve your problem, even though you have a higher spec PC, I would try some lower settings, with frame skip ON, then from Task Manager, right click Terraria > Go to Details > Right click Terraria > Set Priority > Set to High. This will focus your CPU onto Terraria before any other application. This needs to be done every time you load up Terraria.
