Bootup Error
I get an error that states:

System.IO.IOException: THe cloud file provider is not running.

at System.IO.__Error.WinIOError(Int32 errorCode, StringmaybeFullPath)
at System.IO.FileStream.ReadCore(Byte[] buffer, Int32 offset, Int32 count)
at System.IO.FileSTream.Read(Byte[] array, Int32 offset, Int32 count)
at System.IO.File.InternalReadAllBytes(String path, Boolean cloud)
at Terrarua.IO.FavoritesFile.Load()
at Terraria.Main.Initialize()
at Microsoft.Xna.Framework.Game.RunGame (BooleanuseBlockingRun)
at Terraria.Program.launchGame(String[] args, Boolean monoArgs)

I have tried verifying integrity of game files
uninstalling the game and reinstalling it
I have tried running with and without steam cloud
I have uninstalled Steam and my entire harddrive (needed a clean up anyways)
and I have updated my Xna and Microsoft NET framework.

Really need some help at this point. I am struggling.

Right-click the Windows logo at the lower-left corner of the screen, and then click Run.

Type regedit.exe and press Enter. If User Account Control window pops up, click Yes.

In Registry Editor, browse to the following path: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

Refer to the following table to find the registry key for the folder that encounters this issue, and change it to the default value.

+-----------+----------------------------------------+-------------------------+
| Folder | Registry key | Default value |
+-----------+----------------------------------------+-------------------------+
| Downloads | {374DE290-123F-4565-9164-39C4925E467B} | %USERPROFILE%\Downloads |
| Desktop | Desktop | %USERPROFILE%\Desktop |
| Favorites | Favorites | %USERPROFILE%\Favorites |
| Music | My Music | %USERPROFILE%\Music |
| Pictures | My Pictures | %USERPROFILE%\Pictures |
| Videos | My Video | %USERPROFILE%\Videos |
| Documents | Personal | %USERPROFILE%\Documents |
+-----------+----------------------------------------+-------------------------+

To go more in depth about modifying the registry key, Right click on the Item labeled "Personal" and change whatever it is set to to "%USERPROFILE%\Documents"

What this fix does is it removes your documents folder from your onedrive so that Terraria can actually access your documents, thus allowing the game to run.

You should look up what necro actually mean's. It's about the topic. In the case of @Durendal he was posting a solution to a post that others can reference and or help the OP fix his issues. And secondly you don't know if he does or doesn't still play the game. If anything the topic was just "Bumped". If @Durendal just said "Hi" then it would be a necro and possible spam.

Stop trying to be a forum ninja and post relevant comments related to the topic. And this was a suggestion, not backseat moderating (Don't even try to get smart with me).

ok so i wanna say that i did this, and the next day i startet my computer my whole desktop was gone. I thought that maybe it had something to do with onedrive, so i uninstalled it.
Then i realised that my document folder etc were empty so i went to the onedrive folder that still existed and took all the files out of it into my normal folders(including my desktop and pictures as well).

And, you might have guessed it, terraria doesnt start anymore again!
ive gone into the regedit-folder again to see if it maybe wanted to load any files from the onedrive-folder but couldnt see anything that i didnt change to %USERPROFILE%...

someone please help me

Check your OneDrive. This was the primary issue for me when it happened.

So?

Your solution helped me fix this issue after struggling with it for an hour, and would have probably taken several extra without it, so thanks! And ignore people complaining about necroing, it's not necroing if you're providing a new solution to an ongoing issue

Steam now lets you select an answer as solved (Checkmark button). Try using that now so people know. The rest that comment after that are just in the wrong. Also you are very welcome!

This solution helped me specifically on the part:
To go more in depth about modifying the registry key, Right click on the Item labeled "Personal" and change whatever it is set to to "%USERPROFILE%\Documents"

Upon opening Personal I can see that it is mapped at Onedrive changing it to %USERPROFILE%\Documents" solved it.

Thanks a lot pal!

Dude there is no "CurrentVersion" on my Microsoft regedit.exe

Might be that one of your character/world files is ♥♥♥♥♥♥, try deleting them all, it might be a pain losing your progress, although it's better than being unable to play the game entirely.
You can normally find the Terraria folder in documents > my games > Terreria
