Make some hats do not cover the entire hair.

Is there a mod or a texture pack that does this? I really hate that some hats like the Fez covers the entire hair, like my character is bald or something....

I ran into this with some armor, and other hats. I had this character who had a beard ( A BEARD, not hair on their head, but rather under their chin), but when I put on a gold helmet, everything vanished. The only thing I can think of is that the overlays don't stack, they replace. This SHOULD be avoidable however, as SOME accessories (jungle flower for example, sunglasses, clothier's hat, or obsidian rose) can be placed overtop the hair overlay, without replacing it. I don't think the dev team cares enough to do this though, as there are some complications with overlays taking up and occupying the same layer (wings, and capes for example).
