Vanilla files and Modded files are seperated.
You don't necessarily need to delete tModLoader to be able to play Vanilla. You just need to make sure your vanilla Terraria.exe doesn't get replaced with the Modded one.
While playing Vanilla Terraria, it's obvious that no new character files are appearing for Modded.
If not, consider validating the integrity of game files.
Check in-game whether the files are saved on Steam Cloud or not. It's indicated by a cloud symbol being white or grayed out.
Well that's weird. Either verify integrity of game files or completely reinstall Terraria. Don't forget making backups when doing so.
If that fails then I can't really think of another way of fixing that issue.
