Report a translation problem
From the wiki[terraria.gamepedia.com] - I'm going to assume none of those background tiles are player-placed, but consider checking. They won't spawn if events are happening or meteorite is too close, nor if you're loitering around that area and/or in the dungeon waiting for them.
It really shouldn't matter, but I might actually try clearing the dirt off the dungeon roof too. Seems weird it's still messed up, but the cultists sure are fickle...
