What is the fastest and most efficient way to find skeleton merchant?

I am trying to get yoyo glove and counterweight, but he is taking forever to find! Is there an efficient way to find this guy or is really just pure luck? If so around how much time will it take for me to find him?

He sorta just spawns randomly in the underground like any enemy as far as I know.
Setting up just large flat surfaces of spawning grounds, and just waiting around may increase your chances of finding them.

His inventory DOES change with the moon, but he will always sell a counterweight and Yoyo glove once you get into hardmode.

counterweight can be bought from the traveling merchant
