The Zephyr Fish

I've been fishing for the Zephyr fish all afternoon but I can't catch it. I've got tons of Master Bait, a Golden Fishing Rod, the full Angler set, the Angler Tackle Bag, and Fishing Potions. I've been fishing in the Ocean for the whole afternoon like I mentioned, am I doing something wrong?

the zephyr fish has a probability of 0.125% (1/800) with 50% of "fishing power" and 0.25% (1/400) with 100% "fishing power". Its a rare item and is not easy to obtain it, depends too much of your lucky to obtain it in the first's attemps. Just keep fishing and have patience, the probabilities are there, just need to keep fishing until you have it.

You might try fishing in some different locations, too. AFAIK the Zephyr Fish isn't limited to any one biome so if you go to another biome that has less types of fish in it then you might have better luck. Not sure if the variety of fishable stuff has anything to do with your luck in finding that one item, though.
