no mod folder?

I was looking through terraria's mod files when I noticed that there doesn't seem to be any dedicated file to mods.
is my game outdated?

You need to install TModLoader in order to play mods, and when it's installed go to Documents > My Games > Terraria > ModLoader and there's it

tried to install tmd but there is still no mod folder in terreria

my games/terraria/modloader is where the players/world folders will go once you do install a mod. Tmodloader is self-installing (run the exe once you've extracted the files to a folder, after which when you run Terraria it will automatically make the appropriate folders and save any characters and worlds.)
