Frame skip on/off
I know frame skip has to do with lag and assisting in that, however i never drop below 60fps so should i have it on or off?

If either setting does not effect your performance then just keep it subtle.

Depends.
For me i have to have it off or else game stutters.

For others its quite the opposite leaving it Off causes stutters.
Fiddle with the setting if none affects your game either leave it off or on subtle.

i don't have stutter with any of the settings, but i noticed in the main menu the clouds move really really fast with it off

Yeah then you might want to keep in on as you can handle there engine.

You mean on. On is the default function provided through XNA.

yea like i said it depnends .. this setting can affect each users game slightly differently

aaah so basically vertical sync just edited and combined with a frame skipping method
