Trouble getting Golden Fishing Rod

So I completed 50 angler quests and still have not gotten the Golden Fishing Rod. I think I may know why this is happening, I had the Golden Fishing Rod but it was not legit so I deleted that character and made a fresh legit one. Can you only get the rod once? By it not being legit I mean I got it from a server.

The wiki says you should have gotten it after 30 quests.

You can get it after every Questbeyond that but when you completed the 30 (or 50 I'm not sure how many) you have a high Chance but not a 100% Chance just do more Quests and you may get it
