Go in the library tab, right click on Terraria and select properties. In the local files tab "Browse Local Files" should take you to Terraria's directory.

Reinstall Xna, the name is long but it has the word 'Setup' in it somewhere.
Get neenjad ceecle

https://www.microsoft.com/en-us/download/details.aspx?id=20914 this is the direct file for that
Xnafx40_redist just run it. then reset your computer.
It still not working.

Try running it as admin, trying other compatibility modes (both in properties) Reinstalling XNA, or getting another copy from the internet, since "Pixel Shader" wasn't found, the installation may be corrupted. Also try checking file integrity
