Does Hallowed Seeds don't spread hallow biome pre-hardmode anymore?

After 1.3.5, I can't plant Hallowed Seeds at pre-hardmode

@OP, Why are you worrying about Hallowed Seeds? Focus on getting to HM first.

I got hallowed seeds from my friends. From articles writtened years before it says you can plant it in pre-hardmode.

I just wanna built farms before I get in hard mode. NVM I'll do that part later.

Hallow does not normally exist before the world enters Hardmode, but can be created with Hallowed Seeds, Holy Water, or the Blue Solution (for use with the Clentaminator) imported from another world.

I'm pretty sure you can plant them (or maybe not), either way it won't spread until you're in hardmode

It's spreading now, it's just won't spawn hallow creature until hard mode, that's all
