how do i dodge the skeletrons skull attack on expert

when your ini the second phase he shoots out skulls and they home in and are impossible to dodge

They home, but not much; It's a very weak homing that gets slightly stronger.
Make an arena with multiple platforms and use the Shield of Cthulhu to your advantage.

i found a strat that works get both of his arms down really low then kill them both then when he fires is skulls just jump around him till he charges you then attack

They cannot pass through blocks. A commonly used strategy is to build a shelterlike 'roof' to stand under while he is firing them. Be prepared to dodge when he goes into his charge mode though.

Shield of Cuthulu usually helps, or any item that gives a quick boost of mobility.

I would also suggest a fairly good sized platform while using hermes/Lighting boots.
