Fishing power reduction?

Im using the fiberglass fishing pole (27%) and Enchanted Nightcrawlers (35%). I should have 62% fishing power but the fisherman's pocket guide says I have 44% power. Why is this happeninng? It's daytime in my world and I have no potions on or anything.

Depends on the size of the body of water you're fishing in. Smaller pools of water have a power penalty, if it is large enough their is no penalty.
