you find in caves
"There are a total of 24 town NPCs (however, Santa Claus and Tavernkeep aren't needed for this achievement). The Traveling Merchant, Old Man, and Skeleton Merchant are NOT town NPCs. "
I read somewhere and i think this is the solution: when the last npc moves into his new home - the one you built - you have to be close, at best in the same screen, then you get the achievement.
Problem for many people was, they just freed or saved the last npc and thought when he moves into the house they weill get the achievement automatically.
