Why can't I fish?

For some odd reason, i can't get any fishing power on my fishing meter to go up. It just stays at "Warning!" Can someone help me?
I looked up on the wiki and it said that the width of the pool matters, and the depth as well. The width is completely fine, and the depth is more than 200 blocks. And I try every pool of water, and still nothing. I have fished at the best times, while its raining, and on a full moon, still just that "Warning!" thing up in the corner. I even use the golden rod and Master Bait (lol) and still warning!
Someone please help me i love fishing!

A tip, if your Pocket Guide says Warning, then you can only fish in the Ocean. Be sure to bring combat-oriented Potions.

well, the best ocean is most likely corrupt by now. the other one is uh.... kinda behind the jungle so im going to get spawn camped by a bunch of derplings.

Those Derplings will be the least of your problems if you use the Truffle Worm to fish in the Ocean.

I would recommend NOT fishing in an ocean and taking the truffle worm out of your inventory.
