2 Ways you can fix this/avoid this
1) Turn on Frame Skip in the Terraria settings.
What this will do is skip certain frames of the game to make sure the game is running in the correct time, You will no longer have the game look like it is in slow motion, BUT, it will not be smooth.
2) Video settings
Turn down the quality of the game, it should make it run smoother.
Also, does your computer meet the requirements to play Terraria? You can find the requirements online somewhere.
