I wonder if it works with Shadowflame debuffs, which I had around the same time.
There are three main reasons for this:
1)
a) Frost is easier to get. Especially as you're using the Crates tactic, to craft a full set of Titanium you need BUCKETLOADS of it. With Frost, you can use your Adamantite too.
b) Frost is cheaper anyhow.
c) Whilst farming Ice Cores you have a good chance of getting an Ice Feather for Ice Wings, which are extraordinarily good wings for being available in Hardmode immediately. (In my current playthrough they're the only lot I ever used).
2) Frost is better.
a) Practically nobody (not even the Dungeon Guardian) is immune to Frostburn. Frostburn deals essentially 4 damage per second and can be regarded as simply a 4-dmg weapon increase.
b) Especially for ranger, Frost has ABSURDLY high amounts of defense. Titanium + ranged helmet = 34. Frost = 43. With melee, you lose out on six points of defense so it may be better going with Titanium there.
3) Frost looks bettter
(Frost Armor is my favourite armor set in the game. It's got really good damage bonuses, as well as much higher armor for rangers than anything up to Chlorophyte (which beats it by two points))

The second part of your question is that defense is just as important in Expert as it is Vanilla. Sometimes you trade defense out for offensive capabilities - it really is the same either way.
However, when you get accessories they're usually best reforged to Warding (with the exception of the Frost + Pumpkin moons, whereby you have a time limit and hence need to deal bucketloads of damage).
