Warding Shackle?

So far i've gotten more Warding Shackles than any other modifier, or no modifier, combined. On my last playthru i got a warding shackle, and my new one, two days in, i've already gotten three shackles, all warding. Is warding really common for shackles? Is this a glitch? Am i just really lucky?

in a full game i think u will find more then 30 of em without knowing
