They also provide an easy fix, here is a short summary of the fix:
Open “File Explorer” (Win+E), right-click on “This PC”, and select “Properties”
Select “Advanced System Settings”
Select “Environment Variables” in the “Advanced” tab
Select “New…” under “System variables”
Input the text below and select “OK”
Variable name: OPENSSL_ia32cap
Variable value: ~0x200000200000000
Confirm that the variable has been added successfully, then select “OK”

What do you mean by "not showing the Steam launcher"? If you press "Play" while in your Steam library, what happens? And what CPU are you using? I am sure we can fix this!
Update: For me it ended up being a corrupted file on download. The issue for me is that when run through steam, the error does not show. But if I run the .exe direct I get the error showing.
Thanks for this tip. It worked like a charm. It got really frustrating when I couldn't play this game, immediately after installing the game, and I uninstalled and reinstalled it 3 times before trying this tip. So thank you so much.
