You have to pay the semester money (400 coins) to the mean kid at the start of the mountain hike, you can do it after you bought all the feathers from him (iirc 5 or 4 feathers) E: You don't have to buy the feathers first just do the what's your deal and offer him money if you have 400 gold afaik.
