Just uninstalling the pirated version likely won't work. There will still be things in your registery of the pirated copy which are now conflicting with the legit version.
Try this:
1) Uninstall AOE3 Complete Collection from Steam
2) Follow this tutorial: http://aoe3.wikia.com/wiki/Manually_Uninstalling_Age_of_Empires_3
When you get to the regisery edit part I would suggest doing a search afterwards to make absolutely sure you deleted everything, simply click on "Computer" in the navigation pane on the left and press CTRL+F then search for "age of empires" and delete all entries. You can go to the next entry by pressing F3.
Now try installing again and see if it works, if it doesn't then you either forgot to delete some things or it simply means what the 101 error says: you already have an account attached to your cd-key and you need to simply login.
But, do not know why, the Complete Edition of AOE3 is being distributed by ubisoft or something ...
http://www.eso.com/101.aspx
This is the error.
But I managed to solve it.

scroll down to Error 101 Registry Scripts and do what is asked , I believe it was this way I could solve my problem , if not resolved , let me know that I will seek better.
1. Have Age of Empiress III on steam.
2. Turn up and should pop up window with your CD-KEY, copy this key.
3. Close Age of Empiress III.
4. Go on http://www.eso.com/101.aspx and scroll down, click big red word SCRIPT.(Should start download AOE3_Win7_Registry_101)
5. Open AOE3_Win7_Registry_101 folder.
6. Open Win7_64Bit_AOE3 file.
7. (it should start change registry)After changing registry turn up game.
8. WRITE(you can't paste) your CD-KEY.
9. Go create account.
10. ENJOYYY.
Have a nice day!!!
Beutiful! Thanks a lot!

It didn't work for me. I have windows 10. Is this bad or something? pls help me I'd love to play online
Do I need 3 CD keys for Age of Empires III: Complete Collection?
Unlike the retail packaging of AOEIII: Complete Collection, you only need to input the CD key when launching the core Age of Empires III game to activate both expansions. Each Steam CD key will allow for one online multiplayer account.
Then you can create your ESO account within the game.
It kept giving me an error and that I should visit: www.eso.com/101.apx 1 but this does not work, this site gives me a “403 Forbidden” screen.
I then attempted to recover my username and password (I have never created an ESO account before so I just tried this to see if this would work) and when I entered my Product ID (found in my game) the login associated my product ID with another username I have never made? Its definitely not mine?
I've tried verifying game files, one file had to be verified. After I did this I ran the registry, typed in my new key, and I still cant create an account.
Zero clue on how to fix this. I attempted emailing AOE3 support but that email address no longer works...
It seems like my product key is associated with another account. And I cant get any assistance to sort this out.
I had resolved this "account creating" problem years ago. Back in the days, I actually wanted to play with my friend sadly my game did not work. I did some research and managed to fix my game and posted it here. I'm not surprised none of these things work actually after ages.
Game is literaly dead these days, that they quited paying for their domain. I guess they had to after all, they were not making enough money to afford such things. Why do you want to play multiplayer tho? Do you want to play with a friend or something?
