How to create account on ESO?

Im very ansious to play this game on mutiplayer mode, but I dont know how to create account on ESO, please, help me! haha

Hi, you will need to open the base game without expansions, click Multiplayer -> ES Online -> Create account and fill the form. Once your account's created, you can also use it for the TAD expansion perfectly fine. It is recommended to play multiplayer on the TAD expansion, as it includes all released civilizations and has the largest online community. If you're interested in community events such as tournaments/streams/whatever, you can also join us at eso-community.net ;)

But friend, when I enter in ES Online, show me the error: Failed to connect to ESO servers.
My firewall and my Avast is desable, what can I do now?

I try to fill out the form but it keeps saying failed? any ideas?
