Your online Home Cities are stored on the ESO servers, you can't access these files yourself.
I'm looking for my offline Home Cities
EDIT: Only the campaign and scenario home cities were there. Skirmish home cities have yet to be found.
I think the folder, at least on Win7, that has the necessary files is:
C:\Users\Administrator\Documents\My Games\Age of Empires 3\Savegame
And, maybe:
C:\Users\Administrator\Documents\My Games\Age of Empires 3\Users3
I would be interested to know if anyone else has run into any issues syncing Home Cities across multiple computers. Currently the only issue that I am trying to sort out is duplicate names.

You'll need to open with notepad and you 'll have something like this :

EDIT : YOU ll ALSO HAVE TO CHANGE YOUR NUMBER OF SKILL POINTS OR XP (it will have the same effect) just under the marked line.
Just put level 150 and 150 skillpoints and you'll be safe
I did get Resilio Sync setup to sync "C:\Users\Administrator\Documents\My Games\Age of Empires 3\Savegame" across multiple computers and it seems to work fine.
I first made a sync folder that I shared with Resilio and then put all the "Savegame" files in it. Then I changed the name of any files that were already on the computer. I added a "2" after most of the duplicate names. When you open the game, you will see a "CityName" and CityName2" in your list of cities. Fortunately, AoE uses the file names as the "CityName", so there is no need to edit the contents of the file.
