In Windows 7, the solution was to go into the Windows Regional Settings and change the Sorting Order from Default to Technical (or change the Format to English (United States)).
For those who don't know where the Regional Settings are:
Start Menu --> Control Panel --> Regional Settings (could also be called Region and Language Options) --> Format tab. The Sorting Order option should be near the top of the window, just below the language selection.
I don't have Windows 10 so I have no idea where these regional options are in that one but they're likely somewhere similar.
On a sidenote, this also fixes the lag/low framerates on the Homecity screens.
thanks for your answers. I felt to write down the conclusion since the sound/music is BACK!
Apparently, it was related to Windows10. Since the last update, the problem was resolved. How or why, i dont know but its gone now.

Changing settings to UK or US does not work on a Windows 10 machine and updated windows.
So what I did is I turned it back to stereo, AND BOOM SOUND EFFECTS WORK!
This might not work for all issues.
