Localized text! FULL SCAN! HELP PLEASE!

when i go to load up AOE it says, localized text could not be loaded. please run a full scan from the launcher and try again. when i go to do a full scan it wont let me click on full scan. please help

If you have the game installed through Steam, the Full Scan will not be available to you. Instead, please do the following: Right-click on the game from your Steam Library, then select Properties -> Local Files -> Verify Integrity of game cache.
