Report a translation problem
You already played the game right? That means you already activated your DLCs back when you were playing it.
Here is what you need to do:
Unstall GFWL: all of it, market place, games for windows, everything you find
then use the link you already have (http://www.xbox.com/en-US/LIVE/PC/DownloadClient) and download new marketplace client
Log in to the client and via client download your DLCs (once again through the client, NOTtrough the game)
Next time you start the game, DLCs will be waiting for you in the gift shelf of your sanctuary

I reinstalled GfWL client via the Microsoft website - XBox - and that didn't fix the issue. So I'm waiting to hear from Steam on the issue. Microsoft and Lionshead isn't any help with this. Apparently, they say it's Steam's issue to fix.
That's why I posted my conversation with the Microsoft rep. Any other ideas I'll greatly try, please do let me know!
Chris: What is going on with users of Games for Windows Live and the games that were purchased through that service, such as Fable III, and Dawn of War II. Will we ever have access to our games and dlc again, or are we simply out of luck and our money wasted?
Kevin M: Just to clarify, are you able to see this game your store?
Chris: I'm referring to the PC versions of the game, rather than the console versions, as they operated through GFWL, which is a service that is no longer available through Microsoft, so the games are unplayable online and none of their dlc can be downloaded

Wtf do I do? I'm using windows 10 but I have tried on windows 8.1 before. Already tried the solutions above it my marketplace is empty as if I haven't bought anything.
I guess I'll never see my money back... oh well... There's not much I can do... I'll keep you posted.
Xbox/Microsoft directs us to Steam.
Just got off the phone with Microsoft Support and they told me that they verified that indeed my account doesn't have a fable 3 key associated with it.
They told me to try my gmail account which didn't have it either and to try and remember if I had any other people use my computer. Other than that they say that can do anything. Even if I give them the key they can't see who activated it. (Which would be a great help)
Edit.: Yep checks out, turns out I had my gmail account as a microsoft account. Once I accepted the new terms and conditions I logged in with my accound and it worked. Try using a microsoft account? Good luck
