Can't Fast Travel or enter the Road of Rule

I've beaten the game and have become king. I have no active quests. When I enter the Sanctuary and attempt to go to the Road of Rule, it says "You cannot travel to the road of rule at this time". I also can't fast travel anywhere anymore. Any fixes?
