It's probably just the Xbox One version. You can still buy Fable 3 and all of it's DLC for Xbox, just not PC. It's for the Cloud Beta, so it's going to be the Xbox version you play remotely.

Hopefully though, it'll be better than what they left us with on steam.

If it's anything like how it works on Xbox One it will be worse. I have Fable 3 on Xbox 360 and PC. When I played Fabled on XB1, it is some kind of backwards compatibility thing, and there is noticeable input lag, it's the worst in the minigames.
