Update 0.9.1020 overlooked upgrade - secrets for recipes

With the change in secrets to a global stat rather than an individual stat, the hover text for the upgrade secrets for recipes did not change. The way the upgrade works in combination with maximum dishes no longer makes as much sense. I propose finding an alternative text and method for this upgrade to work.

My initial suggestion is to change it to the period of the drops of secrets from working in restaurants, but you could also continue to use it to affect the amplitude if it has no dependency on the number of dishes in the restaurant. It could also be the case that this was changed and it was simply the text that was overlooked.
