App data may be a hidden file.
An easy way do do it, is, to go to your steam library, then right click the game's name and selct "manage" , then "inspect the files in the directory".
(or something like that, my steam library is not in english)
If you want to search for the game directly on your computer, you can search for "Jey's Empire.exe"
the saved game file should be in the same directory.
I am curious, what do you need that file for?
