'1. Open File Explorer (shortcut key is win+e). Right-click "This PC" on the left, click "Properties" in the right-click menu, and the "System" window will pop up.

2. In the System window, click Advanced system settings on the left.

3. In the "Advanced System Settings" window, click the "Advanced" tab, and then click "Environment Variables" at the bottom.

4. In the "Environment Variables" window, there are two sections: user variables and system variables. Click "New" in the System Variables section, and the "New System Variable" window will pop up.

5. Enter the variable name and variable value as follows:

Variable name: OPENSSL_ia32cap

Variable value: ~0x200000200000000

(Note that the first character of the variable value is a wavy line in English, not a horizontal line)

After entering, click OK. Return to the "Environment Variables" window and click OK again to save the changes to the system variables.'

N.T: you can also search for "Environment variables" at the Windows search tool if you're having a hard time finding it.

I had the same problem and this fixed it.

I used a faster way, though: You can start with step 4 by typing "Environment Variables" into the windows search bar and it sends you right to the correct settings window :)
