I know this is old, but I fixed this problem for Sega when the game first launched and they never did a thing about it. The issue was that the Steam version was the retail version with just a new .exe to run without a disc. The problem here is that it doesn't create the registry keys needed to run the game. I will post up the registry keys that are needed and also how to patch the game to 1.1 to fix older Win2k2 supoort and also extra language support.

I bought this game for my little brothers and just was so disapounted on how bad it was but didn't want people that couldn't get the game to run to be out of money.

Unfortunately not, and their seem to be no Steam Gift copies of it in existence.
