Siege means your army waits outside the enemy's base for another turn or two playing cards and drinking champagne while the defenders munch on rats and shoes, thus weakening their morale and troop numbers for when you finally decide to attack/they become desperate enough to attempt a breakout. Assaults mean you yell "LEEROY JENKINS!" and claim "im in ur base killing ur d00dz" while attempting to conquer the damn city by force of arms.

Besieging a place takes time, and most of the time you'll have to wait multiple turns for them to either surrender or attack you. While you are waiting, their reinforcements may arrive. The reinforcement bit is why I prefer to assault rather quickly.
If you besiege a place the besieged can attack you, which is often a far better way of ending the siege than by attacking a fort yourself. The defender will then go outside of its fort to attack you. Then you should just try to kill as many enemies, destroy all routing troops of theirs, and the fort might be yours, or at least the fort is manned by a lot less enemies. :D
