Imperial Splendour 1700 campaign???
How can I play the IS campaign but start in year 1700 with no tech?

IS is an overhaul mod made to start in the late 1700's. Key word here is 'overhaul.' The unit roster has been completely overhauled and all the units of the earlier period are no longer referenced. The events likewise are all late 1700's too. If want to play early 1700's you will need to DL another overhaul made for that period or play vanilla.
