Steam download problem, stuck at 96%
Installing Empire: Total War and the download gets stuck at 96% and then starts to be all buggy and flash between the % and "download queued".

My internet is fine, and I can still download other games no problem...

What's wrong? I just want to install my game.

Edit: I just noticed that even though my normal rate is 3Mb I'm now down to 700-900Kb.
Is it just that big of a game? That it would slow down so much at the end? Note that I did purchase of of the DLC as well... (Got the "total collection")

I have had a few games do that and restarting my pc always seemed to fix it.

It only does it with this game, tried to download COD: Ghosts free multiplayer weekend and it moved smoothly.

Whereas Empire: TW from the start was glitchy and flashing...

happened last night

I'm hoping this is just a server problem and that it will go away in a couple days...

Finally got it to work, what I did was I had it be throttled to a moderate amount after I restarted my computer, before restarting I removed all of Empire's content and stopped it from downloading. Then, I restarted it once and started the download after setting the download rate, I hope this helps.

Problem solved for me!

It may have just been the server (for 2 days) but this may or may not help anyone else.

-Started installing and it was flashing like before.
-I had to leave so I closed the steam window (not exit steam, just hit the x in the top right)
-I then put my pc to sleep.
-Came back little more than an hour later and opened up steam, and it atomatically resumed installing (didn't have to log in because I only closed the window, not exit)
-It looked steady so I double clicked the game in the library and the small window that shows the download progress popped up. (Note that because of the problem it would usually only pop up for a second and then dissappear.) It stayed up and the download looked steady.
-Download continued to look steady so I just left the computer alone and didn't touch it.
-Came back a while later and found that the game installed! Just tested it and it launches the game with no problems.

Hope that helps someone else! As I said it's possible it was just a server problem...seems like everyone gets different results on how to fix it.
