State gifts
Does presenting state gifts to other factions really do much to improve diplomatic relations?

Yeah, can mean the difference between forming an alliance or not. Can be helpful when invading new lands, with a powerful third party nearby. Lay the ground work with one or two state gifts, then prior to invasion you can either form an alliance, or gain military access etc... stops you worrying about fighting a war on two fronts

state gifts are also good for buttering up a country for a future deal like aquiring some technology or a trade deal

Yeah, I turned a country from indifferent to friendly with the most expensive gift.

bet you did that was 10,000! that adds about 10-15 to your diplomatic relations.

Does the effect on public relations take a a turn or two to take effect or is the effect instantaneous?

it takes about a one turn.

The benefit has a max. As Prussia I gave gifts to Austria every turn for about 10 turns before it stopped adding points to the State Gift Received Bonus.
