So for me it was also true that on the CD, only the manual was available and I had to download my game on Steam.

Sorry hzardhawk, the link you provided does not offer a solution. It all leads to Steam wanting you to download stuff for the game before you can play.
When you buy the game SEGA ensures you that you only need an internet connection for veryfying the game - you should not need to download any game files.
Let's hope Steam will soon stop ignoring this problem.
What is the process of installing my retail copy of Empire: Total War on my PC?
First, make sure Steam is installed. Click here to: download and install the latest version of Steam.
Once Steam has been installed, please continue by following these directions:
Login to the account you wish to use to access your games. Note: You may only register your CD Key to one account.
Put Disk 1 in your DVD drive.
If the installer does not automatically start, right-click on the drive and go to Explore.
Double-click the Setup.exe.
Select your desired languge from the window that appears
You will be presented with the following menu:
Select Install Empire: Total War.
You will be presented with the following dialog box:
Locate the CD Key that came with your purchase and enter it here.
There may be more than one CD Key included with your game, depending on the version you have purchased.
Additional keys may unlock extra bonus features.
The Key for activating the game will be located on the back of the included player manual.
Note: Steam CD Keys do not include the number 1, number 0, or the letter O. If you see what looks like a one, use the letter i. If you see what appears to be a zero or the letter O, use the letter Q.
Click Next >
You will see the following dialog box:
Wait...
You will then see the following dialog box:
You may wish to click Print Receipt for your records, then click Next>.
You will be presented with the following dialog box:
Take note of the install size, as this may take some time to complete. Then, click Next>

When the Disk 1 progress bar is complete, you will be prompted with:

Your games will download an update as part of the authentication process. When the games read Ready to play they are ready to play.
If the game is missing from your games list, please ensure that you have activated the key from the back cover of the game manual. Other keys are intended to activate extra content only (Additional units, etc.)
Similarly, if you are getting a "Steam Servers are too busy" message after attempting to install this game, please check your packaging to ensure that you that you have activated all included CD Keys. If you activate a key for extra content (additional units, etc) without activating the key for the main game, you may receive this error.
This is the Game of the Year Edition. There has been no changes to the game after that. It used to install 16 GB right off the discs (including all DLC) and got nothing from Steam. And suddenly it installs only 7 GB from disc and needs to update the rest.
The game promises that only a short internet verification in connection with the isntallation is necessary. Not that a majority of the files needs to be downloaded from the internet.
A few months ago this game could be installed completely from my discs. Now I need 9 GB of updates from the internet? I don't buy that, and the user agreement with The Creative Assembly says I shouldn't. All further downloads should be optional.
What a pain in the bum this is. Thats why I bought the disc so I WOULDNT have to DL it.
I have used those exact words. I know there is a way to work around the error as it was a day one release error. I do know it was a serious pain in the backside to get it to load from disk but I dont remember what the trick was and I am honestly too lazy to go spend several days looking for what might not exist or work any longer. Once you get it installed, dont bother with the back-up process and just copy your entire Empire Total War folder to a secure location. To reuse these files simple drop the folder in the appropriate place, open steam, right click the game name, select properties, find and verify files and it doesnt need to download anything anymore.
