Report a translation problem
The US does not unlock in the Grand Campaign at all.
If you would like to play various factions and time frames, search for and install Empire Total Factions. It makes no changes to your Empire and you simply use that launcher to decide what you wish to play and if you want vanilla you simply load from the steam menu or your desktop shortcut for Empire.
I read in other threads here, that the fourth chapter of the Road to Independence campaign would be like the Grand Campaign for the US. But there seems to be no fourth chapter for me. Do I need to finish by 1783 to unlock the fourth chapter?
Not sure if Empire Total Factions will work for me on Linux.
Your game (e.g. if you kept a save of it) will say the victory goals (including any time factors) for chapter 3.
If you DID meet the victory goals and it didn't work, then I suggest you try Steam Support.
I also suggest you search the official technical support forum for Empire Total War, and if you don't find your answer there, then I suggest you start a new thread there:

The 'fourth' episode (the one that should bahave like a grand campaign) is unlocked and accessible through the campaign menu.
So, maybe the 'alloted time' was zero then?
