ETW won't scroll in map

I doubt I'm the first to have this issue, but in the game map (not the battle map), I can't get it to scroll with the mouse or keyboard. Any ideas?

Yeah, it won't at all. I can move the cursor and zoom in and out, but I can't shift the camera location.

Google says you should try reloading the save, loading an older save, then if all else fails maybe start anew.
