Mine seems to match up with the correct resolution, I don't think this is the issue at all. Also, I will say that this issue has seemingly appeared out of nowhere. It's been a while since I played this last, but I never uninstalled it and it hasn't been updated since. I don't understand why it suddenly won't launch.
Note: When I try and start through the Empire Total Factions mod, under the troubleshoot menu it lists an error relating to flash player not being installed. This is a error relating to a file from the mod, but could this be causing an issue within the game? Doesn't make much sense to me, but I also don't understand why it isn't working.
Don'rt ask me why., I have no idea.

You can do the next suggestion here...
BUT it is a little more complicated than this. Use Windows Apps and features to uninstall Empire, then go manually delete the empire folders in steam and in appdata\roaming\The Creative Assembly, empty your recycle bin, download and install fresh.
OR, if you would like to try the step in between first, go to steam games list, select software and tools to display, uninstall the Steam redistributables, reboot, reinstall (the redistributables), reboot, and that should reregister all broken links and not just this one. If this doesnt work, the next step I give is then uninstall, delete the remnants, and download and install again.
1) Quit Steam, as in go into task manager and end all the Steam processes.
2) Start the game from the executable in /common
That fixed it for me and the game started up straight away. I had messed around with deleting the AppData files but I restored them before trying this, give that a go if this doesn't work.
