It's a common problem with the acw mod, you need to search your computer for the empire script file and delete the acw script, might help to uninstall any mods and empire as well and then reinstall empire and start afresh. You can find the script file by entering %appdata% into your search box on your computer if your using windows 10 it will show up in a file folder, if it's windows 7 then click start and enter the %appdata% in the search box at the bottom of the menu list, you should see roaming, click on that,click on creative assembly,click on empire,click on scripts and that will reveal all the scripts and preferences files. delete the acw file and try run the game, if it doesn't run, uninstall empire and delete all those script files and then reinstall empire, should run ok with that, hope this helps you out my friend.
