Report a translation problem
probably just need to delete some files located here:
c:/users/"user name"/appdata/roaming/the creative assembly - delete the "empire" folder and all of its content. keep in mind this will delete all save games as well.
re validate files through steam. so that the "empire" folder gets rebuilt to default.
should fix most mod to vanilla issues.

Right click empire in your games list
Find and select Browse Local Files
Delete the data folder and EVERYTHING not inside of a folder of its own.
NOW, Go to the top explorer window Menu Bar
Click View > Show > Hidden Items
Go to C Drive > Users > (YOUR account name) > appdata Roaming The Creative Assembly > Delete the Empire Folder
Go back to Steam, now Verify the Empire file validity to replace with Vanilla files and pray after several attempts installing the same broken mod Steam Cache did not pick up corrupted files to hold them for you or now they will just get replaced and the only way to fix is completely uninstall and dont touch Empire for 30 days to allow the Steam file cache to refresh in your account.

To continue to do so is at your own risk legally, criminally, and if it costs you a computer or money, you asked for it in exercising your own free will against your already made mutual agreement.
There is nothing anyone can do for you except wipe and reload your entire system costing you anything you had stored or saved locally if and when Ransomware bots find your online flashing calling out to them in breaking newest security protocols by going back and using a now no longer supported in windows version of the game. In other words, if you will hack this game illegally, do not connect online while it is hacked even when not running.

When someone starts saying it is impossible for me to know something, more likely than not, that something was dealt with YEARS ago and the accuser is simply uneducated and ignorant in assuming there is no past learning.

Everything in appdata will be regenerated next you launch again.
Shogun, Medieval, Rome, and Medieval 2 are disk games.
Shogun, Medieval, and Rome were pure text based games on top of the Warscape Game Engine.
Medieval 2 introduced the /pack file system compression, but also included tools to extract.
Empire and Napoleon were promised modding tools, file library was made public, but no tools ever released and no hosting site ever created which was due to copyright infringement lawsuits and court orders which have since been sealed. All of that was over Medieval 2 and Rome modders violating other copyrights.
Shogun and after all have assembly kit and workshop.
The update for Empire and Napoleon has been completed for over 18 months now, but only released within the last month. The internal argument of the past couple of years is do nothing and let the games die or release the patch which by default is going to enforce the EULA and make liars of CA and SEGA over modding Empire and Napoleon.
TWCenter is only in the clear and legal for Medieval 2 and before. That said, it is a moot point as without Assembly Kit to compile and authenticate the files for use as mods, there is no way to compile them now in a way they can be seen and used without great risk to your own system when online.
