I am double sorry because if you deleted and verified files to pure vanilla and still picking up the errors, the ONLY way to fix is completely uninstall Empire and leave it that way for 30 days to clear the steam file cache you created.
The base design for modding was text files loaded first and then anything missing was loaded directly from pack files. This started back when Steam was building to enable online cloud saves. There is a glitch where a double copy of a file with both in load order inside of steam, if anything triggers a file verification, the one held in the cache for you can get swapped with the mod file so that every time you verify it just replaces the mod file.
I thought they had that fixed. But is also just started showing up again in Medieval 2 if someone uses a mod which is pasted to copy over vanilla instead of in a mod folder.
hi money.. could you post a screen shot of what you are seeing? i have never seen this bug before.
ghoorkas and dahomey amazons are a default unit roster choice for all factions.. pretty sure for all map choices. i will post a screen shot so you can compare.

also.. if you want to clear your cache, all you have to do is steam (top left), settings, downloads, clear download cache. everything that is loaded (full game, patches ect) or dl'd through verification gets cached to that location., IF applicable. there is no other cache within steam. you should not have to clear anything within your cache, by the way, nor wait "30 days".
