My other thought is you have a mod conflict.
You should let units get demolished and use them to garrison instead anyway. It has drastically improved my economy and is one of the best tips I received. I can garrison a half stack for less than the upkeep cost of a unit of dragoons.
1. Yes, otherwise the replenish button won't light up.
2. Could be? I was going back to Empire and decided to try out ETW2 and all I did was delete the script file and verify file integrity. I'll see if uninstall and reinstall works.
3. But having a garrison full of units with less than their full power would just waste money because they're still being paid with full price, no?
this mod has the best battles but it is prone to crash or hang up in SP, part this it's an amazing work
Ok I'll try putting it in, but I'm not trying to play with ETW2. I wanted to but thought I should get myself used to vanila Empire since I've been playing Warhammer 3.
[EDIT] Okay it works! Any explanation why though? Because I reinstalled it and it doesn't work until I put the "norepl.pack"

The feature of depleted units still costing full came in with Napoleon Total War, along with automatic replenishment. This is (roughly) historically correct, as nations developed the regimental depot system late in the 18th century.
No, the upkeep is relative to the number of men in the unit, not till Napolean with units replenishing each turn does the upkeep remain the same no matter how many men in a unit.
when you unistall ETW be sure to delete every files and folders in steamaaps> common> Empire Total War and AppData> Roaming> The Creative Assembly> Empire and then reinstall from scratch
