Second, you need to activate the mod in one of three ways:-
1. Using a mod manager. Some people have been able to do this. Sadly, I am not one of them. However, at least one of the other two methods works for me, for every mod I've tried so far.
2. By opening the mod using Pack File Manager, right-clicking on the mod and making it into a 'movie' type mod. (The game uses these automatically). This works with some mods, but not all of them. (When it doesn't work, sometimes the game will not start - if that happens, you can take the mod out of our data folder and use the third method, a user script file, instead.)
3. Using a user script file. If you use a user script file, you need to include the correct names of the mods, in the following format (with a different line for each mod):
mod "[name of your mod";
You need to save the user script file as unicode. You need to put the user script file in the right place, C:/Users/[your user name]/AppData/Roaming/The Creative Assembly/Empire/scripts. By default, some of the folders are hidden, so you might need to search online for 'how to reveal hidden folders in [your operating system]'. The first time I tried to use a user script file, I made a file using Notepad. It didn't work. I downloaded a user script file which another player kindly made available, edited it (so that it contained the names of the mods I was using) and it worked. If you would like to download an example of a user script file, there is a user script file included with the Of Kaiser, Tsar, Kayser and Ghayser mod here: http://www.twcenter.net/forums/showthread.php?300198-Of-Kaiser-Tsar-Kayser-and-Ghaysar-New-Units-Mod&p=14654146&viewfull=1#post14654146.
