Game coders made stupid errors in directx functionality and alt-tabbing (to see other windows/progs) while in full screen tends to crash even on Windows 7.
Google borderless window mode for Empire to make it even better with no window border bars.

Try having Steam to Verify Game Cache again.
Try having ccleaner clean your registry (might as well do a malwarebytes scan too).
If it worked for a time and now it doesn't even load (and you didn't try modding at all) I suspect malware on your computer and/or hard disk failing (or it might just be stupid windows 10 issues, perhaps with .NET versions).
Game stupidly (I hate this lame tradition, games should stay in their folder only) stores some files at:
C:\Users\<YourUserName>\AppData\Roaming\The Creative Assembly\Empire
You could clean those too. Easiest way is to delete them and have Steam Verify Game Cache.
In the script folder there you can find a preferences.empire_script.txt file that you can edit in Notepad (do not use Word) to change graphics settings and such. Google whatever you think you want to change and see if a low setup works. Try windowed mode as that has less problems:
gfx_fullscreen false; # gfx_fullscreen <bool>, Run the application in fullscreen or not #
Usually you should back up that file first before editing it. You can also delete it and use Steam Verify Game Cache to redownload it though so no biggie.
I really think that it might be a Windows 10 issue like you said. PC just hasent been the same since i Downloaded it...DANG!

Maybe you could show him this thread and ask him to help you up close (or remotely with teamviewer or similar programs).
Sometimes when we have a problem and see a long/confusing solution our eyes glaze over and we give up (I do this a lot and I'm a procrastinator too). Don't look at the answer as a whole but as "baby steps" and deal with each sentence on its own (do it) before thinking about the next or even reading it. (you know how to google programs right? and how to download and install them and run them and stuff? or how to use your computer search for the preferences.empire_script.txt file)
