Is there any other way to "make/help" an enemy Region revolt and a nation to emerge (wherever there are such emergent nations)? Stationing armies in enemy region just gives the enemy town a +12 happiness bonus for resisting invaders so that does not work. War weariness only affects their national capital so that's also out. (I guess you could take their first capital and leave them with a region that's an emergent nation for a new capital, could that work?)
Most of the time I just let them come when I control the area and sign a peace treaty with them.
So it's definetely not capped at 3.
Patriot fervor in my capital was capped at 6 though (decreases by 1 or 2 each turn, I always forget to check lol).
Also if it is the case that only the country in question will be affected then hike the taxes to max. Since you can't set tax policy for individual countries you can't always do this last. For example if you have a number of European countries and you want just one to revolt you can't hike the taxes as it will drive all your European countries to revolt.
Unfortunately, Ireland causes the game to crash sometimes so it's not good to have 'm around.
Constitutional Monarchies are the best government type and has the most difficulty with inciting rebellions/revolutions because there's no lower class.
This thread is about different ways to make Emergent Nations to pop up, other than taking the region youself and letting it revolt (the obvious and easy way) and then maybe gifting it to someone else before the rebels take over so you can be friendly with them (that still works, right? haven't done it)
