To save you reading them all to be thoroughly confused, your Empire doesnt have permission needed to execute and create files it needs to be able to run because it is off path somehow or your account is simply missing permissions or some combination of many things.
These instructions only go halfway for any TW game prior to Napoleon which was the first TW game made allowing for the existence of a 64 bit environment.
Install path MUST be Program Files (x86)\Steam\SteamApps\common\Empire
Drive letter is irrelevant, but that Program Files X86 is a needed set of instruction for any environment without complete and total 100% Admin Rights which is not even possible to have without direct installing clean your windows from a disk, have the professional version, and make all the correct settings as developer mode in installing to allow.
For some older games this means we cannot use Steam to move or choose another hard drive for installation automatically as it drops that string of folder instructions.
Following the instructions from SEGA for newer games, add in ticking the box for "disabled fullscreen optimizations" and as well go down and click DPI making sure it is set primary to application controlled. Set Compatibility to XP.
NOW, open your video software, pull up the controls for the game exe (add if not present), set everything to application controlled and make sure scaling is turned off.
Same thing for your monitor. Turn off scaling and you have two options for resolution on your monitor which is native and 1/2 native. EITHER base resolution will work. Whichever is 1920x1080 is your target. NOTE: Empire does not recognize 1080p at all as a resolution.
In the proper path with the proper settings, now you should run, but with one more risked error; creating and populating the preferences file using the game.
Get through everything above and report back no matter if successful or not. If you need the last step for the preferences file, I will type that up for you, but hopefully you have enough native permissions the above fixes you up.
