But yeah ... I had the same problem. I was playing UP and france declared war on me as the filthy monarchists they are and so I conquered them more out of response than necessity and wanted to just end the war with them as soon as possible but under no circumstances did they want to even take it back ...
Like guys, I'm offering you your capitol and your entire land back for just a simple peace bargain here, that's all I asked for, you guys started it. All I did want to take was their colonies in the America's. But nope ... somehow they think they have the upper hand in this war and I'm just a bootstrap removed from being defeated and annihilated. It's entirely ridiculous.
That makes me question.
Is there a mod that makes the AI more ... reasonable?
Do this too. It should help restore order, and you'll be able to deal with any rebel armies.
One last tip, look at the statistics of the minister for Europe. If they've got a low or negative repression bonus you may want to replace them.
My current campaign is playing Sweden in Darthmod 8.1/AUM.
Having achieved the campaign goals, I'm drowning in cash and amusing myself with trying to buy provinces from the AI.
I bought Georgia off the USA for a decent price (understandable, it's poor, low population, and native american religion).
Tried to buy Cherokee territory from the Spanish. No deal, but they'd sell me Gibraltar. (Well, at this point we're allies for half a century and fought the Ottomans together for most of those, and now the Ottomans are gone.) My second try, they were willing to sell me New Mexico for even more cash.
Then they'd trade me Gibraltar for Sicily and a pittance.
Then they'd trade me New Mexico for Gibraltar for another pittance.
I'm hoping next turn I'll be able to buy back New Mexico. (Right now they're stonewalling.) Or maybe Tripolitania (those being the only two provinces with an annual revenue less than 1000 they own, currently).
Although I fear the AI has caught on that I am making more than 100 000 per turn and am willing to spend most of it plus whatever I've saved up between turns on buying a decently placed province and holding out for truly unreasonable prices (or more likely, buying crap provinces for hundreds of thousands has upset whatever algorithm the AI uses to value provinces).
... Earlier in the Game, Austria gave me Transylvania for a bit of cash, some tech and military accesss, but then again France had been kicking their ass all the way into the Balkans and putting me (who has been spending most of the game trying very hard not making an enemy out of France, since France is my most profitable trade partner) in their path did let them stop the French from finishing them off (they instead declared war on me several turns later and got finished off for it).
And I got Kashmir from the Mughals for a very good price (then again, keeping Ghurkas out of the hands of a potential enemy makes just about any price a good price).
And before the Ottomans conquered them, the Dagestani were the protectors of at least half a dozen nations, whose judgement I question.
Once you have pacified France you will have a strong revenue base. Destroy all churches and schools. Build one church, and if you can get a missionary in France to help, turn the people to your religion. Keep an good army there to fight rebellions until they stop resisting. This will take time, but worth it. It also helps to conquer all regions that maybe under French rule. As long as the French still exist it will apply pressure for revolts. This naturally inclulds all nations.
